Paris Paradox? Chirac Double Speak on Riots

(BBC) French President Jacques Chirac has vowed to create new opportunities for young people in an effort to prevent any resurgence of urban violence. […] He condemned the "poison" of racism, and announced measures for the training of 50,000 youths in 2007.

"Many French people have difficulties, but violence never solves anything. [If] one belongs to our national community one must respect the rules."

The problem is Mr. Chirac, your attitudes towards this problem, and your plans to solve it reward the violence, and will encourage more. You cannot tell them “violence never solves anything”, and then tell them that because of the riots, you are going to give free job training to 50,000 of them. That is a contradiction, and will lead to more problems.
