The report showed, among other things, a pardoned by President Clinton, Cisneros paid $10,000 in fines after he was found guilty of lying to the FBI about paying hush money to his mistress, and potential abuses of power by Ex-IRS Commissioner Peggy Richardson, who remains a close friend of the Clintons.
